这种情况，是因为另外一个货代在发这一个拼箱单时，他应该选择为consolidated hbl(with house bl to follow)， 他在这里选择为non-consolidated。

在拼箱时，作为二代，我们发的HBL中的Previous Cargo Control Number得为一代的HBL，并且一代的HBL的类型得要为consolidated。

所以问题出在了一代的HBL上，你需要联系一代来解决这个问题。
