二代跟一代拼箱的话， 是需要一代申报consolidated HBL，然后二代才能申报Close Message。

但二代通过eManifest 系统申报HBL时，是不需要一代（上游）申报完的。二代在任何时候都可以独立申报自己的HBL，但在发送关单（close message）时，就得要等一代（上游）将consolidated HBL申报完的。

A consolidated House Bill must be on file before the related House Bill Close Message that references it will be accepted by CBSA system; however a consolidated prime cargo does not have to be on file for its related House Bill Close Message that references the prime cargo to be accepted.
