收到Not Match的 D4 Notice ,是因为相关的文档未发送。

如果你是一代，在发Consolidated HBL，那就表明此时你下一级的货代未发送相关的HBL。

如果你是二代， 在发non-consolidated HBL， 那就表明此时你的上一级货代未发送相的HBL。

no links to a related trade document have been established, or that a document that previously matched to another document becomes unlinked through a change or cancellation

解决方法就是等对方发送HBL并发送了Close Message。 此时你就会得到Matched 或Cargo Complete。
